Epistocracy - Democratic-type government where people who pass a certain test (usually basic knowledge of politics) may cast extra votes.Theocracy - Government which is ruled by a religious body.

Clearly neither is preferential to the other. Passing a test to gain extra votes undermines the credibility of equality, and theocracy undermines the values of the separation between church and state.
