Not sure what do you mean by "equal" and "government control".. regulations?

Pretty much, yeah. Despite what some people (people with the political understanding of a small child) may tell you, there is a wide gulf of difference between "government requiring the inspection of food so it won't poison people who eat it" and "government throwing you in jail for praying to the 'wrong' god."

Only Libertarians and 4 year olds see the two as being the same. And only Libertarians see both things as tyrannical.

I think this is a much more complicated subject. First you start with the different government systems (e.g. democratic, authoritarian etc), then the political system (i.e. the way people are elected, bills are passed), and keep going. For example, US is much more driven by the capitalistic free market principles while Europe has traditionally be more socially including more government interventions through regulations etc. The problem with regulation is that it's always late! Look at the financial services :-)
In terms of the Libertarians position, check out the latest H2H! It seems that they live and breathe their freedom principles by welcoming conflicting views and openly discussing issues. I was quite impressed!

Depending on what country you reside in, this may be true.

If you are referring to the United States, it's both true and false.
